Introduction to the event

Prof. Liu published "Hybrid intelligence for the public sector: A bibliometric analysis of artificial intelligence and crowd intelligence" in the Government Information Quarterly, together with MuhChyun Tang and Antoine Serge J. Collard, one of the top three journals in the information and library sciences. This article reviews over 10,000 articles and shows how hybrid intelligence combines artificial intelligence and crowd intelligence to enhance service quality and efficiency in the public sector. Hybrid intelligence can facilitate public participation and enhance policy transparency and credibility through effective design and implementation. This article introduces a hybrid intelligence spectrum conceptualizing different forms along a spectrum from “engagement” to “efficiency”, namely, crowd intelligence, augmented crowd intelligence, hybrid intelligence, humanized AI, and AI.
